The 10th China International Children’s Film Festival (CICFF) was held in Qingdao Economic &Technological Development Zone in September 2009. The former CPC Central committees, former State Council Vice-Premier Li Lanqing attended the closing ceremony and received children’s filmmakers. Gu Xiulian, Vice-Chairperson of the NPC's Standing Committee and former All-China Women's Federation President be present at the opening ceremony and declared the film festival open.The leaders of the State Administration of Radio, Film and Television also attended series activity of film festivals.

The 10th China International Children’s Film Festival was solemnly opened at conference centre of Qingdao Economic &Technological Development Zone on Sep 9th, 2009. The opening ceremony highlighted the theme “commemorative new China 60th anniversary” and showed the brilliant achievements in China's children’s film in the past 60 years. Futhermore, the ceremony also specifically set “saluting several important children’s film masters of art in the new Chinese film history” section to praise them on the chilren’s film that they shot for children which affected a few acting children of Chinese, those films will live through time in our film story. They are : Shi Hui《Letters Attached With a Chicken Feather》, Yan Gong《The Flowers of the Country》, Cui Wei《Little Soldier》， Xie Tian《Small Bells》, Xie Jin《Cradle》.

China outstanding film《Mai Mai Ti's 2008》, as the film festival opening film, started China children’s film screening activities which has 66 dumb films lasting for 5days.

The 10th China International Children’s Film Festival had “Competition” and “Screening”sections. The selection committee selected 18 foreign and 10 China films from 60 submissions for screening, and the children voted the awards by watching them. From Sep10 th to 13th , 23 overseas and 10 home films were exhibited in the cinemas and schools of Qingdao Economic & Technical Development Zone and the average audience population was 200 people per a screening, which set the records in the number of children’s films and the times of film projection.24 films cast members (directors, playwright, producer or actors ) attended the film festival, met the children audience and exchanged in producing and distributing. Famous children’s film directors, critic Shi Xiaohua, Zhu Xiao’ou, Lin A’mian hosted the meeting.

As one of the most important parts, Forum on the Development of International Children’s Film was held on Sep10th and 11th , more than 100 filmmakers from home and abroad in producing, distributing, screening, managing, teaching and reseaching attended the film festival, including La Peikang, Li Qiankuan, Zhai Junjie, Chen Kunhou, Wang Renyin, Zhu Xiao’ou, Li Hong and other filmmaker representatives.
