第18届中国国际儿童电影展国际推荐委员会外籍成员由来自罗马尼亚、俄罗斯、突尼斯、西班牙、德国、希腊等国家的六位儿童电影和儿童教育领域资深人士组成。
本届国际推荐委员会成员将于2025年10月12日至24日期间与儿童观众一同观影，共同投票选出本届影展的各项推荐影片并于闭幕式发布。
埃玛・彭迪乌克
罗马尼亚制片人、教师。电视节目《成功之路》（Drumul Succesului）制片人，该节目在罗马尼亚国家电视台1台（TVR1）播出。
埃玛也是EMAR教育沟通法培训师、儿童影视学校"小明星"（MICILE VEDETE / LITTLE STARS）创始人兼节目总监（学校官网：www.micilevedete.ro）、“小明星”儿童影视学校（LITTLE STARS - School of Film and Television for Children）校长。
她的短片作品包括《玛格达》（Magda）、《时间的印记》（The Sign of Time）、《校园里的小明星》（Little Stars in School）、《乡间的小明星》（Little Stars in the Countryside）、《小明星探索磁铁的秘密》（Little Stars Discover the Secret of the Magnets）、《小明星的公园奇遇》（Adventures of Little Stars in the Park）及《作业机器》（Homework Machine）。2010至2015年间，这些短片均入选戛纳电影节，分别展映于短片角（Short Film Corner）及罗马尼亚短片浪潮单元（Romanian Short Waves Sections）。
此外，埃玛还执导了两部由“小明星”学校出品的生态教育题材影片：《小明星的健康生活》（Little Stars live a healthy life）与《奥若拉：森林医生》（Aurora. Doctor of the Forest）。
Ema Pendiuc
Ema Pendiuc is a Romanian producer and teacher. She is the producer of the TV program Drumul Succesului (The Path to Success), which airs on TVR1 (Romanian Television 1).
She works as a trainer of the EMAR educational communication method. She is the founder and program director of MICILE VEDETE / LITTLE STARS (School of Film and Television for Children), with the school's official website: www.micilevedete.ro.
She also serves as the president of LITTLE STARS - School of Film and Television for Children.
Ema Pendiuc is the producer of the short films "Magda" "The Sign of Time" "Little Stars in School" "Little Stars in the Countryside" "Little Stars Discover the Secret of the Magnets" "Adventures of Little Stars in the Park" and "Homework Machine" that were selected at the prestigious Cannes Film Festival in 2010-2015 in the Short Film Corner and Romanian Short Waves Sections. In addition, Ema has directed two ecological and educational films produced by the Little Stars School, "Little Stars Live a Healthy Life " and "Aurora. Doctor of the Forest ".

俄罗斯制片人、节目策划人、电影节组织者、电影讲师、电影发行人。

Ekaterina Bordacheva
Producer, programmer, festival organizer, film lecturer, film distributor.
Born in Moscow in 1982 and in 2006 graduated from Russian Institute of Cinematography named after S. A. Gerasimov (VGIK), where for several years he taught "Advertising and public relations in the film industry".
Started in the film industry in 2003 as an assistant film producer in the production company for children and youth films "Rakurs". Author of articles on the problems of content distribution in Russia and Europe.
Since 2011–until now, Member of the Organizing Committee of IDFF"Spirit of fire" Khanty-Mansiysk Autonomous Area-Yugra, Russia.
2013 –2019, CEO program and promotion-producer of the Russian Film Market, Moscow and Sochi together with Open Russian Film Festival "Kinotavr".
2015 - 2020 Cinema Fund Russia (Member).
2017-until now ECFA (European Children's Film Association) and CIFEJ member;
Since 2019, has been a CEO of the International Film Market and the Russian Film Business Forum in Moscow.
Since 2022, co-founder of the "Eurasian Film Market" in Kazakhstan.
阿尼斯・拉苏埃德
阿尼斯・拉苏埃德是突尼斯导演、编剧兼制片人，其作品极具社会责任感，聚焦童年、青少年与社会现实。
2021年，他执导首部剧情长片《第二次生命》（Gadeha），这部社会议题影片蕴含浓厚的人文关怀，获各界赞誉，斩获20余个国际重要电影节奖项，包括捷克兹林电影节最佳长片“金鞋奖”、希腊奥林匹亚电影节最佳编剧奖，以及多伦多、安曼、德班、荷兰Cinekid儿童电影节最佳影片奖等。
2022年，他发起迦太基电影日（Carthage Film Festival / Journées cinématographiques de Carthage / JCC）首个儿童单元“JCC Kids”，这一举措在阿拉伯世界具有开创性意义。
2025年，他联合创办专注于儿童与青少年电影的首个泛非电影节——穆娜・塔巴电影节（Mouna Taba Festival），并担任艺术总监，该电影节首届活动将在喀麦隆雅温得举办。
Anis Lassoued
Anis Lassoued is a Tunisian director, screenwriter, and producer known for his deeply committed work focused on childhood, adolescence, and social realities.
In 2021, he directed his first feature film, Gadeha (A Second Life), a socially engaged drama marked by a strong humanist sensitivity. The film received critical and public acclaim, earning awards at over 20 major international festivals, including the Golden Slippers for Best Feature at the Zlín Film Festival, the Best Screenplay Award at Olympia (Greece), and Best Film Awards in Toronto, Amman, Durban, and Cinekid.
In 2022, he launched JCC Kids, the first children’s section of the Carthage Film Days (Carthage Film Festival / Journées cinématographiques de Carthage / JCC), a pioneering initiative in the Arab world.
In 2025, he co-founded and became the artistic director of the Mouna Taba Festival, the first pan-African film festival dedicated to children and youth cinema, with its first edition to be held in Yaound é (Cameroon).
何塞普・阿尔比奥尔
何塞普・阿尔比奥尔1962年出生于西班牙瓦伦西亚。他目前担任“约尔迪・埃尔・穆索尔”文化协会（Cultural Association “Jordi el Mussol”）主席，同时是西班牙MICE国际教育电影节的创始人兼总监。此外，他还担任MICE网络主席，该网络的总部分布在马德里、哈瓦那、西撒哈拉、阿根廷、墨西哥及加拉帕戈斯群岛。

Josep Arbiol
Josep Arbiol was born in Valencia, Spain, in 1962. He currently serves as President of the Cultural Association"Jordi el Mussol", and is the Founder and Director of the Valencia International Educational Film Festival (MICE) based in Valencia, Spain. Additionally, he holds the position of President of the MICE Network, which has headquarters in Madrid, Havana, Western Sahara, Argentina, Mexico and Galapagos.
Arbiol works as a cultural manager, programmer and independent audiovisual director. Having begun his career as an educator, he now focuses his professional efforts on children's and youth films as well as media education. As a mentor for audiovisual works created in educational environments, his guidance has contributed to these works winning awards in numerous international competitions. He has also participated in various international children's film festivals in multiple capacities, including as a speaker, jury member, programmer and guest.
迈克尔·哈鲍尔
1996年，迈克尔·哈鲍尔创办了SCHLiNGEL国际儿童和青少年电影节。最初只有不超过12部影片的电影周，现在，它已成为欧洲乃至全世界最全面的国际和国家儿童及青少年电影平台之一。

Michael Harbauer
In 1996, Michael Harbauer initiated the SCHLiNGEL International Film Festival for Children and Young Audiences. What originally started as a film week with no more than twelve films is now one of the most comprehensive platforms for international and national children's and youth film in Europe and also worldwide.
As director of the SCHLiNGEL Festival, Michael Harbauer also organizes support measures for the participation of German films in international film festivals, especially outside Europe, with the SCHLiNGEL International program, as well as independent tours (e.g. Russia, China, Canada, Israel, Japan, Mexico, Uzbekistan, Vietnam) regularly in cooperation with the local Goethe Institutes. In addition to directing the SCHLiNGEL film festival, Michael Harbauer is chairman of the non-profit association "Saxon Children's and Youth Film Service", which is committed to the theoretical and practical film education of children and young people. Successful international SCHLiNGEL films are integrated into this educational work. In addition, Michael Harbauer is and has been a film commissioner for the important regulatory institutions and advisory boards for film, cinema and television in Germany.
瓦西里斯·卡拉米萨尼斯

Vassilis C. Karamitsanis
Born in Athens, in 1976. After finishing school at the Athens College, he studied law at the Aristotle University of Thessaloniki (GR). Holding postgraduate degrees from the Universities of Rotterdam (NL), Hamburg (D) and Aix-Marseille III (F), he is an attorney-at-Law licensed by the Athens Bar since 2001. Since 2008 he is president of ANIMASYROS International Animation Festival and during 2015-2023 he has been president of ASIFA HELLAS - Hellenic Animation Association. In 2018 he received the title of the Knight in the Order of Letters & Arts of France, while during 2018-2019 he chaired the board of the Greek National Opera. Since 2022 he is president of CIFEJ - International Center of Films for Children & Young People.
